Description of Authority

YellowUtopia is a Nation State that encompasses all citizens. Inside the Nation State, there are City States which 250 families belong to.  Inside the City States, are Pantries which each encompass 50 families. Inside a Pantrie are Blocks that have10 families. The individual family is called an Una.  

Each division elects three people to lead and conduct official meetings called Pilots.  Elections for Pilots in each division will take place every three years. The elected Pilots will report their meeting minutes to the division above them and so on until that information reaches the 70 elected individuals in the Nation State.      

Meetings:

Nation State -- Meeting are held every other year.  Every citizens is required to be present (unless illness or disability prevents them).

City States -- 250 families belong to one.  Meetings are held once a year.  All 250 families are required to be present (unless illness or disability prevents them).

Pantries -- Every 50 families belong to a Pantrie.  Meetings are held every four months.  All 50 families must be present (unless disability or illness prevents them.) 

Block -- 10 families belong to a Block.  Meetings are held once a month.  During these meetings, problems and concerns can be discussed and proposals can be made.  All 10 families must be present (unless illness or disability prevents them).

Proposals:
 
A proposal starts with a Block and is voted on at a meeting.  If the vote is unanimous, it will be presented in a Pantrie meeting where members will vote again.  For a proposal to be passed to the City Sate meeting, the vote must be unanimous.  During the City State meeting, the proposal will be presented and re-voted on. In this division, it is required for the majority for it to be passed to Nation State meetings.  If it is passed, it will presented at the next Nation State meeting.  If the proposal is voted for by the majority, then it will be passed to the Nation State where it will be presented and re-voted on by all citizens.  If the majority votes for it, it will be adopted into YellowUtopia's society.
